Victory Outreach began in 1967, when Pastor Sonny & Julie Arquinzoni started reaching men, women, and families caught in addiction on the streets of East Los Angeles — one home, one act of obedience, and a conviction that God could pull treasure out of any darkness. What began in their living room grew into a movement. Today, Victory Outreach International carries that same message — hope, love, and transformation — all over the world.
Victory Outreach Portland operates autonomously, but we're joyfully connected to this larger family: regional gatherings across the Northwest, annual conferences in California, and a shared history — stretching back to 1967 — of treasures pulled out of darkness.
