Our story, 1991 to today

1. 1991

   A family, a burden, a city.

   Max and Linda Garza knew what a changed life felt like from the inside — both of theirs had been transformed through the ministry of Victory Outreach. In September 1991, they came to Portland with their three kids — Erica, Max Jr., and Melissa — and a burden they couldn't shake: this city's broken families needed what they had found. So they planted a church for people the traditional church wasn't reaching.

2. The years between

   Sleepless nights, and thousands of lives.

   Nobody hands you 35 years. This ministry was built on commitment to the vision God gave one family — through lean seasons, limited resources, sweat, and tears. Thousands of men and women through the recovery homes, thousands more served with food, counseling, classes, and outreach — and a church still standing on SE Stark Street, still growing.

3. What’s ahead

   Owning our own building.

   We're in a season of growth — raising up leaders, expanding the work, and believing God for something we've prayed about for years: owning our own church building and recovery homes, so this work is planted in Portland permanently.

Drive past our building today and you'll see the same thing this neighborhood has seen for three and a half decades: we're still here.
